[SOLVED] 1080ti stuck at 139Mhz

since the recent nvidia driver my graphics card has been stuck at 139mhz and memory at 810Mhz but will randomly go to 1493mhz and memory 10914Mhz when opening a program or window, i dont think its bricked as when i run a gpu-z bus interface test it clocks up to 1860Mhz and stays there (i use gpu tweak 2 and always have it set to silent mode 1582Mhz but i have tried changing it to gaming and oc and tried my own and still nothing, the same with msi afterburner. I have tried uninstalling and reinstalling drivers, putting the card into the 8x pcie slot on my mother board, tried all the power settings in nvidia control panel and a full reset of my pc and nothing has worked, any ideas?

This may be normal.
My GPUs go to low clock speeds when high speeds aren't required.
Are you trying to run a game or some other graphics intensive program when it is at 139MHz....if not....I don't think I would be concerned if you aren't having other issues.

Those exact clocks are the low power use of your card. That's how it should be.

This may be normal.
My GPUs go to low clock speeds when high speeds aren't required.
Are you trying to run a game or some other graphics intensive program when it is at 139MHz....if not....I don't think I would be concerned if you aren't having other issues.

yeah i tried multiple games, csgo, smite, rust (all after i tried the different ways to fix the issue) and all were getting tearing and the fps was all over the place between 30-144 fps. after i saw your comment i realised i didn't put up a screen shot of it in game so i loaded up smite (only game i have downloaded atm) and everything seems to run perfectly now which is great but strange as earlier today and since i got the issue it hasn't been.

although i suspect the issue will come up again (hopefully not)

Having the GPU running always at normal power clocks is not "normal".You are constantly drawing power for something that is not needed. It's like revving your motorbike constantly while stationary.
Your GPU is designed to underclock and to stay at low power clocks when it's not needed. For example when you are just looking at your desktop or surfing the web, like reading an article, or searching in google (not youtube though or anything that has to do with video).

This will not harm your GPU but it's not what it should be happening. My GPU does the same and that is how it should be.
