+12 rail not stable could there be a problem?

I have a Thermaltake Butterfly silent 480watt PSU, and recently i have noticed the 12vot rail has dropped since i added 2x 74GB rapter 10000rpm harddrives ontop of my standards.

the volts very from 11.80 all the way down to 11.54 thats a drop from the standard 12 by half a volt all other rails are above board could this be a failing PSU?

thx mate, it does not crash r anythong, i was just wondering with it flucating was there somthing wrong well it seems fine. i will leave it at that.
