I hate to be that one guy who asks everyone else to make them a pcpartpicker list, but everytime i make a build it ends up being out of my budget..
So with that said, i would like at least like the Gigabyte Windforce edition of the 980ti (It's oh so amazing), an i7-6700k processor, and a NZXT case (Not mid tower though). If it goes over $1200 that's perfectly fine too. But not by that much (Let's say $200 of wiggle room).

If i wanted to OC from 4.0GHz to 4.4GHz or even 4.5GHz, would you say go with this or a water cooler. I just don't want temps to be high so I've always avoided putting this fan into my build being afraid i wouldn't be able to OC..

Solution
If I wanted a 6700k and 980 TI for my new PC I wouldn't want to set a budget that low. You're already at a $1000 just for the CPU and GPU. Why fill the rest of the build with $200 of sub-par parts. Its like putting a supercharger and a nice entertainment system on a ford pinto and rigging up the rest of the car with parts from the junkyard. I would either pick a cheaper CPU and GPU, wait for major sales or wait for the next line of GPUs that could offer similar performance at a cheaper price. If you really want the 6700k and the 980 TI then I would suggest saving more and bumping up your budget to at least $1600.

The h100i water cooler will def keep it cooler, but i believe you can achieve those overclocks with the hyper 212 evo, its a very nice cooler.
