I want to build a PC mainly to play modern games on.

This budget should include monitor + keyboard/mouse.

I will also be using this PC to play a game which needs precise sometimes frame perfect inputs so I will need the monitor to have as little input lag as possible.

PCPartpicker pricing list is slightly off:
The Seasonic SSR650-RM is $74.99 - $15 rebate = $59.99 at Newegg not $89.99 - $15 rebate i.e. it is currently cheaper than the 550W version.
While the i5 6600k at SuperBiiz does not include $4.99 shipping.
AOC G2260 is a FreeSync screen therefore it is better to pair it with a RX 480.
