Under load, sometimes, it goes down to 11.808, avg is ~11.914 range. Is this safe? I found a few posts elsewhere but no one is definitive as usual. I read if it goes below ~11.700 there is an issue.

EVGA 1000 GQ

8700K 4.6 ghz 1.3v LLC5 1.280 heavy load 1.294 avg

I don't know where you've read that.

ATX specification stipulates the tolerance should be within 5%. So basically, the rail should not fluctuate more than 5%, which makes it the following:

Rail (V)5%MaxMin
120.612.6V11.4V
50.255.25V4.75V
3.30.1653.465V3.135V

11.7V is fine on a 12V rail is fine.
I'd be a bit concerned if it were say 11.6, but still not too worried. Just keeping an eye on it.
Once it goes out of 5% for a period of time, I tend to RMA the unit.
