12V rail is really low

Hi, recently I've been having issues with my PC where I would have the Asus anti surge pop up, but even after disabling it, I would still get a black screen after getting into windows, I went into the BIOS and saw that the 12V rail of my PSU was reading at 10.4V which explains why I couldn't boot up properly into Windows. Should I RMA, and also, does this low reading harm my components, because I haven't heard any strange noises from my system, only this issue that I have just stated, because I have been able to get into Windows occasionally, and I'm worried if I damaged anything with this PSU. System is 6 months old specs below.
Intel i5 4690k
Asus Z97-E mobo
16gb furyx DDR3 ram
Gigabyte r9 390
PSU is the Evga supernova nex 750w 80+ Gold

Solution
If the reading is from the BIOS, then you should RMA the psu.
Don't worry that, it only causes the PC does not run well or not boot, and that will not damage the pc components.
