130 FPS in CS:GO GTX 980 Ti

So I recently bought a new GPU, and for some reason source engine games in particular run worse. I can play The Witcher 3 on Ultra settings and get 85 FPS on average (highest I got was about 130), yet I was getting less than 130 at times in CS:GO. http://imgur.com/QyQkMUX

Why was my 770 able to put out a better performance? I would get over 200 frames constant, now I get these massive dips (down to 75 fps at one point in TF2). I have tried setting power options to "prefer maximum performance" in both the Nvidia and Windows Control Panel, clean installing with DDU, heck I even installed Windows 10. Still no change. And yes the card is in the first PCI-E slot. I can hardly see the card being the issue when I'm getting big increases in more demanding games.. What's going on?

MSI Geforce GTX 980 Ti
8GB DDR3 Kingston Hyper X RAM
700W Thermaltake PSU
