We're going to need more info than that. Mind sharing your specs like so:
CPU:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:

Are you on the latest BIOS update for your motherboard? How did you verify the rams are running at 480MHz?

The bus speed of your CPU is only 800Mhz, most older boards would not let you exceed the CPU bus frequency. You said yours was 480Mhz = 960 mhz double data rate. I am surprised you are getting more than 400MHZ. Also I don't see a E5700 in your CPU support list , If you want to run 1333Mhz you can get a used Core 2 Duo E8600 3.33GHz,1333FSB,L2:6MB,65W,rev.E0 on ebay for about $10. Or a Quad Q9550S (S= low wattage) for about $60.

You said "yeah but i overclock my cpu to 3.6 ghz :) from bios" ,that's why your memory is running at 480Mhz(960ddr) instead of 400mhz(800ddr). the only way you are going to get 1333Mhz (Double Data Rate) is to put in a 1333Mhz CPU. I have a modified Xeon Quad E5472 in my P45T board that is a 1600Mhz CPU and my memory runs at 1600Mhz (double data rate). My boards are rated for 1600Mhz ddr, some 775 boards are not and can only run max 1333mhz CPU's.
