1333Mhz ram working at 800Mhz

Hi Everyone,
My desktop is quite old now, the specs are mentioned in the attached link, I can understand, it would be a bit tedious, but that would help you get my desktop details easily, actually that's a CPU-Z & SPECCY Specs txt file of my hardware system.

Problems I'm facing are:
1. My working ram is rated at 1333Mhz but my bios mention it to be running at 800 Mhz (that means 399 Mhz by CPU-Z), although my motherboard is DDR3 and can utilize the ram till 1333/1066 Mhz,don't know what is restricting the motherboard from utilizing it to the fullest, please suggest.

2. I think the BIOS is quite old, and have tried to get tools for upgrading,but didn't find appropriate BIOS update, please refer if you know any.

3. Recently I bought a corsair vengeance 4Gb DDR3 1600Mhz ram,but my system isn't detecting it.

4. Sometimes, my system doesn't detect my 320 GB hard-disk, I think I should increase my power source from 450W to 550W, what say.

Need help urgently,please suggest me, Thank-you in advance !!

Looks like you have a 775 mobo and it's running on the mobo defaults, a BIOS update might help, but to run the DRAM faster will have to OC the FSB to 1066 or 1333 (DRAM can't run faster than the FSB. This will also OC your CPU and the rest of the rig.. The Corsair stick of DRAM is probably a new line of DRAM and made with high density memory ICs that aren't compatible with the older 775 mobo that was designed towards low density memory ICs

so what should i do now, where can i find the bios update? n how to OC ?? I tried changing 800 to 1066 in bios but then my system went blank, might be it didn't accepted the change. Please help me get the bios update.
