Question 13500 vs 12600k - 13500 more power efficient?

Trying to build a performing, power-efficient non-gaming system.

Passmark 13500 : 32149 65W TDP
Passmark 12600K: 27759 125W TDP

Question is, what real-world power is needed to get to the passmark performance?
TDP doesn't mean what it used to and I am hesitant to believe that the 13500 really is 125W/65W *(32149/27759) more power efficient.
Can anyone point me to some data here ? More power efficient alternatives at the same or higher performance are really welcome as well.
 
Rough reworking of the tables from POV Ray multicore performance and power into a performance/power table. Most likely not error-free. 13500 seems like a pretty good option after all unless I decide for the 7900
