Hey, my 1400 rpm 120mm case fan feels way slower than my 1300 rpm 120mm case fan

its 1400 +/- 10% so yes it can actually be running slower then your 1300.

The NA may be that you plugged a 3 pin fan into a 4 pin header?

Which normal fan header you plug it into will not affect ability of the BIOS to "see" and display the fan speed. If your BIOS is NOT able to "see" the fan speed, maybe it is connected to an off place. Exactly what header is is plugged into? Trace its wires and check carefully. Also tell us what mobo you have.
