144 hz gaming

I'm looking to get a 144hz monitor for Christmas and a 1070 around February. I currently have an i5 4460. Would it be enough to push 100+fps on high/ultra setting or would I nee to upgrade my cpu as well?

It depends on the resolution. At 1080P sure, but at 1440P or higher on the latest AAA titles, that's doubtful.

Your CPU will be a slight bottleneck. But it will be very minor, I'd only upgrade that when you can afford it down the road.

What games? Modern AAA then it will bottleneck, modern AAA games need a 4790/6700 or better to achieve >100fps

It really depends on what AAA titles your playing. There are more AAA titles that are more optimized which bring you to 100fps than those which aren't as well optimized like watchdogs and fallout.
