144 Hz Monitor for CS:GO

Hello guys, I am playing CS:GO very competitively but I have a 60hz 27inch monitor. The screen tearing is absurd especially when I flick my mouse a lot. How much FPS do I need for 144hz monitor?
I have about 250 FPS but it does drop to 150 randomly. Is it bad if it sometimes drops below 144 fps?
My config is:
i5-3470S
Gtx 1060
Should I just get a monitor or first upgrade my CPU?
Im pretty low on money, have about $250 and the benq xl2411z is $300 in my country, but I don't know should I buy it or save up for CPU first.

Do you mean your minimum FPS is 150? if yes, getting a 144 Hz monitor is all right. CS GO will most likely have good experience even if the frames dip down to 120s.
