Question 1440p - 144hz build with Ryzen 5 3600

Hi guys!

I want to build a gaming pc, only for gaming with the following specs:

MOBO: Decent B450 motherboard, I think a bios updated Gigabyte B450 AORUS PRO will be more than fine.
RAM: HyperX Predator 16GB 3200Mhz CL16 - kit 2x8
CPU: Ryzen 5 3600 - not the X version - not the 3700x - i insist to the 3600, because the prices in my country
GPU: this is the main question for me, i can not decide between RTX 2070 Super and RTX 2080 Super, maybe a used RTX 2080
Storage: I already have an 1TB SATA SSD for games, i plan to buy a nvm ssd for os.
Case: It's not an important question for me, but i plan to build this in a Phanteks P400A - non digital version with extra fans.
The display i already have is a 32" 1440p 144hz freesync monitor, with this build i want to use this monitor at it's full potentional.
My main goal here is to build something to run first person shooter games - pubg, rainbow six siege, call of duty-battlefield-battlefront series - around 144fps at 1440p - most important is pubg for me, and play single player games and multiplayer co-op games, rpg-s etc, with 60+ fps. The heaviest game today is RDR2, this is what i see on youtube at least, barely run fix 60fps with any build with maxed out settings.
So the question is, RTX 2070 Super is enough for me? or i should go for the RTX 2080 Super, maybe the cheaper solution is the RTX 2080, but used.
The differencies here from RTX2070S to RTX2080S is around 15-20% max, i know, but when i play something is barely can hold around 50-70fps like RDR2 or 110-150fps like PUBG, this 15-20% is important.
In my country the RTX 2070 Super and used RTX 2080 have around the same price, and the 3700x price is almost the double of the 3600.
I can get the RTX 2080 Super if it is necessary, i don't have a FIX budget, but i don't want to spend more than i have to for this goals.

Oh, p.s.: I already have an FSP 750W Gold PSU, so this is also a fixed thing, i don't want to buy a new one.

Both of those games are broken messes and poor examples of measuring your machine's performance.

If you can actually afford one, I'd lean towards the 2080 Super.
