Firstly i don't have similar PC although i did see some videos on YouTube with the similar spec at 1440p, you will not be able to play AAA tiles at 165fps but esports, if you wanna do AAA-RTX3080.

Hello there i knew 165 fps be un realistic in 1440p but was considering maybe turning some settings down for those aaa games to high just considering whether 1440p high setting would look better than 1080p ultra i know it would really depend on the game

Check one of this video the YouTuber has Cranked the texture to max and depending on the game it might be the worst case scenario at high/medium details.

If you know it's a deal and if you want it get it, you could get good fps in games like csgo and that's 1440p windows would look better, you can play your games at 1080p or something higher than 1080p and lower than 1440p can adjust the texture to get something better than 1440p and high/extreme details. And if you plan on getting a 3080 in future so i don't think you need to drop it, it's all on you if you want a 1440p display get it else let it go or even if you consider the new console you could get that monitor.

The main draw of the monitor should be resolution and image quality, for gaming response time and refresh rate are also factors but 165hz vs 144hz is nothing. I would not buy a monitor because it was 165hz only for that feature. You can run it at 120hz or 144hz with no issues, as long as the core image quality, size and resolution you want are there. If you like that monitor, don't worry that your system can't max it out for the refresh rate.

Remember while general usage like browsing the web and other stuff you can enjoy your 1440p monitor and next time when you upgrade get the 1440p monitor as i said if you want a 1440p monitor get it, is just that you won't get 144fps in all AAA games.

I have a Ryzen 5 3600 + 2070 Super setup with a Gigabyte G32QC 32" 1440p 165hz monitor.

Valorant/CSGo all these esports games runs full settings 165fps no worries and is buttery smooth.

However, Control with max settings and all the nvidia goodies, max 65-70fps if im lucky @ 1440p. GTA 5 on all max settings @ 1440p is about 80fps.

In many games with a 2070 super you will get high enough FPS on 1440 not to worry about it. What you can do is set the supersampling (it may be called something else in the game, in World of Warcraft it's called Resolution Scaling) in games to 1440, it will then render the game at 1440 then scale it down to 1080, that will give you a very close idea of what the 1440 resolution will do to the FPS vs 1080.
