Basically i have got a gtx 1050 ti and i would like to get my monitor setup before i spend the best part of £500 to get my chosen gpu. I want to get a dual 1440p 144hz monitor, i dont use the pc for gaming atm due to the graphics card but when i can upgrade im going to try and buy a 1660 super.

Would the 1050ti be able to support these monitors?

It requires a DisplayPort or a HDMI cable, if your 1050Ti has either of those (which it likely has), then you are all good.

so im guessing the monitors are being bottlenecked by the gpu at this point in time. but as soon as i upgrade my gpu it will be fine?

There is no monitor bottlenecking.
Your monitors should both work on 144hz at 1440p if you connect them to DisplayPort and/or HDMI.
