So a friend and I both have 144hz monitors I have been trying to push all my games to 144frames + to get the value of the 144hz monitor in game. However my fiend gold me it was pointless as long as the Monitor refresh rate is set to 144hz you can play at 60fps and hand the same experience as playing at 144+ I don't
Think this is true at all can someone clearly break it down?

Solution
144hz is the MAX frames per second the monitor can display. Say you have a car that can go 144mph, you speed up to 60mph. Is it the same as 144mph because that's how fast the car can go? No.

Your friend is completely wrong.

Solution
Honestly suprises me how often people misjudge what 144Hz is completely. The monitor can refresh the image 144 times per second. If you play a game at 144 fps, it is used to Its max potential and you get the best experience. The difference is also night and day.

Last kind of side question should I lock my frames at 144 or uncap it? Basically v sync or no v sync and some games options that set fps to specific max fps should I use this over v sync or just leave it uncapped and v sync

Vsync enabled will give you the smoothest gameplay. Playing without it will arguably make your game more responsive. I usually used V-Sync with a 144Hz panel.
