Question 144hz Gsync/Freesync Monitor Stuck at 116 fps

I have used this msi Optix monitor with g-sync at 144hz for 2 years, had no trouble with it until last week.

All my games are limited to 116 fps, cant find a solution. I have adjusted my display adaper properties, use no frame limiting software, tested old/new display port cables, and used DDU.

Any help would be greatly appreciated

have you changed any settings in Nvidia control panel?
On the Manage 3d settings screen, what is Low latency mode set to?
I found one person where setting it to ultra caps the fps at 116
AFAIK the default is off, but I don't have the newest drivers or a 3070.
