Question 144hz misery

here is the storyline: i had an Asus prime z790-v with 12700T, and an rx 9070 with 750w psu with windows 10 installed. i could set the screen to 120 or even 144 no problem. i could play games with 144. i replaced the board to prime z790-p (becasue the argb didn't work on the old one and there was rma), and the cpu to 12700KF (well because K.. and i have a 7200mhz gskill pair of ram) the system was very unstable with the old system, so i reinstalled windows 10 same set of drivers same cables same everything. yet i only can get my tv up to 60hz. can't even turn on hdr. not that i want to but it did work before. it flickers once and mouse jumps to the middle of the screen.
i ordered a new hdmi cable, same result.
all i can think of is that the 750w psu isn't enough for the 12700kf so the vga restricts its fps to 60. sounds dumb but there's nothing else i can think of.
kind of going nuts after spending this much on upgrade it's more of a downgrade on quality.
but if there's anything else.. some bios restriction? anything?

putting back the 12700T and resetting bios to defaults didn't solve this one.
tried both 25.3.1 (WHQL Recommended) and Adrenalin 25.3.2 (Optional)
full install, driver only, and minimal.
windows 10 is from microsoft.com no fancypants torrent crap (i have lifetime microsoft msdn)

ok so for everyone who struggles.
here's my solution:
to install windows getting it using "MediaCreationTool_22H2.exe" i may have installed older torrent versions to test but not sure anymore.
then do not connect to the internet at all, create a local user account which can be merged/connected to your online microsoft account at any time later. then install all the missing drivers offline, and install the amd driver (in my case it was the 25.3.2), reboot as many times as the system wants, then connect to the internet and finish up the install/update/setup.
sigh. 144hz game on. :)
