Question 144Hz monitor stutters until full restart

So my current setup is basically my laptop hooked up to my XG2401 144Hz monitor via displayport. Upon first boot, the monitor stutters like crazy (looks like 10 fps). The mouse moves around at 144Hz but all the desktop elements and windows all run and drag at some horrendous frame rate. If I restart my laptop it all goes back to normal, high refresh rate glory with no hiccups. I've been dealing with this for almost 2 years now and have never found anybody else claiming to have the same problem so I'm wondering if any of you guys have any clue what I should do; I'm getting really sick of having to restart my computer every time I wanna use my monitor.

Which laptop is it? brand and model please. Which BIOS version is installed?

Did you try a different DP cable?

Is the laptop´s dispay driver installed from it´s manufacturer´s homepage? (not nvidia.com or amd.com)
