144hz monitor tearing and stuttering questions

Hello I own a 60hz monitor and soon have a chance to change it. The idea is to go for a 144hz but I do not know how is the subject of the tearing in these hz.
In 60hz if we have more than 60fps than the refresh rate of the monitor, we have tearing. Now if we have less than 60 fps we have stuttering.

So one of the question is:

How is this in 144hz monitors because I have read that if the fps do not exceed 144 does not exist screen tearing, it only exist if fps exceed 144.
 
Solution
With a 144hz monitor, it still works the same but 60 is now 144. Stuttering is with vsync on. If you limit the frame rate with something like msi ab rather than using vsync, you can prevent tearing and not have to deal with the disadvantages of vsync. You could always get freesync/gsync.
