So I decided to get a new monitor for around £200. I will mostly be playing games on it, FPS and games like Rust. I have a GTX 970.
So I went to my local shop today and the IPS monitors looked really amazing in terms of picture quality, however they only had up to 76Hz in my price range. So now I'm not sure if I should go for a monitor like ASUS VG248QE or instead go for something like an IPS which has better picture quality than TN panels. The reason I still haven't bought a monitor with IPS panel or VA is because the price for them with 144Hz is way too high for me. So the main question really is should I go for a 144Hz TN monitor (The one mentioned) or instead buy other monitors with better panels in terms of quality.

Solution
the first question i have for 144Hz user: why?
if you cant answer it, you dont really need one ;-)

the main reason would be to have the lowest input lag, while eliminating tearing.
unless you play as a job, or play PvP in a clan where every ms counts, dont worry about it.
the 144 will only help with gaming.
a better panel/screen will make everything else better (movies/documents etc).

i would prefer amva/amva+ over other panels, since they tend to be close to ips in color/saturation, but deeper blacks and no edge bleeding.
