Question 144hz turns off after running programs

Hello everyone if this was posted previously I apologize for not being able to find it. I have a 144hz monitor and it reverts back to 60hz after running games in fullscreen mode. When I go into the windows or the AMD settings, it says it is running at 144, but my eyes tell me its 60hz and moving the mouse and ufo test say it is 60hz. I found that if I turn off the monitor and turn it back on it goes back 144hz. However, I would prefer not to have to do that every time I exit a game. If anyone has any tips of fixes to try, I would be appreciative.

System Specs
Xeon 5675
Rx590
12 gigs of 1600mhz ddr3 Ram
Display: Xg2402 Viewsonic 144hz monitor
Windows 7 64bit Service Pack 1 (It did it as well on windows 10)

Do you have Use hardware acceleration when available ON when doing ufo test?
If not you can enable it from settings on google chrome and try again.
If you have csgo try using fps_max 60 and then fps_max 0 to see if there is a difference.
Also are you using freesync ? And what cable u use to connect your monitor to your gpu ?

Thank you for the reply Oscil. I use Firefox and I am not sure if I am using hardware acceleration or not. I, unfortunately, do not have Cs-Go, as I hear it is pretty good. I am using Freesync with a display port cable.

I dont know why but my friend is using 240hz monitor with rx590 and display port never worked for him.
He is using hdmi 2.0. I'm not sure if that's the problem tho. U can try and see if firefox has acceleration aswell.
Just go into settings and scroll down.

Does the ufo test also shows 144hz after closing and opening the monitor ?
Also have u guys tried using a different cable ?

I attempted to turn on hardware acceleration in Firefox, no luck there so I installed Chrome. I reset my monitor and ran the ufo test. It shows 143 fps and 144hz. Next, I opened torchlight 2 and closed it and ran the ufo test without restarting my monitor. It shows that my monitors refresh rate was 66hz. The mouse movement was not moving at 144hz. The windows menu still read that the monitor was displaying at 144hz and the setting on the monitors OSD read 144hz as well. I tried this on an HDMI cable and a Displayport cable with the same results.
