14nm Netburst vs 32nm Piledriver?

I read this in a forum from 2011 so I decided to do a even more modern one from this forum.

Now remember this is just a question for fun, not saying Intel would really do this but what if Intel decided to make a modern 14nm Netburst processor, called the Pentium N-8 @ 4Ghz with these specs:
Clock Speed: 4.0Ghz,
Transistor Size: 14nm,
Core Count: 8,
Thread Count: 8,
L2 Cashe: 8MB,
L3 Cashe: 8MB,
Including: Most modern instruction sets including SSE4.1,

Would it's performance be on par with an 32nm AMD FX-8350 @ 4Ghz?
How bad would it lack behind?

Remember this just a question for fun.

Update:
This Netburst processor called "Pentium N-8" would be a LGA 1151 based CPU. It would be a budget CPU too since it's a Netburst processor like the old Pentium 4's & Pentium D's, it's just "modernized" Netburst CPU.
