$150 23" Monitor for all-purpose/gaming usage! (: Help, please.

Hey! I'm looking for a good $130-$150 22"-25" (23" ideally) monitor for my new build that I will be getting relatively soon. I already have one idea, as well as some questions and I would appreciate if you read and/or answered them for me. Thank you. :)

My idea: Acer S231HLbid 23.0" Monitor ($149.99 @ Newegg)

Usage from greatest to least: Chrome web-browsing, YouTube, Gaming, Office applications, watching movies & shows, Photoshop, etc.

Questions

1) Is my pick 100% fine for what I would like to use it for?

2) What are your suggestions?

3) What does one look for in a monitor?

3a) For gaming?

3b) For photo-editing (Photoshop)?

3c) For all-purpose?

4) Is there any compelling reason that I should bring up my budget?

If your going to do a lot of things that require a color-accurate monitor, this isn't it.

3) What does one look for in a monitor?


3a) For gaming?

TN panel and input lag.

3b) For photo-editing (Photoshop)?

Color accuracy, wide gamut, and color profiles.

3c) For all-purpose?

Reliable, inexpensive, LED-lit

4) Is there any compelling reason that I should bring up my budget?

Depends on what your primary use is. Photoshop will not like the monitor you have currently selected, it thinks the color profile is wrong.

Do you have any other monitors in mind? Photoshop will not be my primary use, not even close, but I would still like it to function nicely... I have been using an outdated eMachines monitor for photoshop. Four years old at least. Do you think that the monitor I picked will be better than that for photoshop? Is there any way to make it think the color profile is right?

Current monitor: eMachines E19T6W 19" Monitor

Without knowing your budget I can't say for sure.

Well I have the monitor your looking at, although I paid more for at the time. As far as color profiles go, you could make a custom profile for it, but for the most part it's minor.

Budget is around $140, give or take $10 (give $20 - only if it's REALLY worth it).

Thanks! I appreciate all of the help and knowledge that you've given. I think I'll just stick to the monitor I have picked. If there's problems with the colors/picture, you said that I could make a custom profile, so if it comes to that, I will. Have a wonderful evening.
