$150 Dota 2 PC

Hi guys. I need help.

I have a super tight budget, and I want to buy or build a pc. I'm looking to play Dota 2 on it. Low settings at 768p or 720p will do. Sadly, that's the max budget I can spend.

Any suggestions?

PS: I already have a monitor.
