$150 looking for solid parts

As you have read in the title I have $150 and im looking for some components to go with the ones I have lying around. Right now I have a Cougar Spike and a MSI GTX 750 Ti GB sitting around gathering dust and I want to try and put together a good build for my brother. The parts don't have to be new, they only have to get the job done.

I need only need a cpu, mb, and psu. I have a hard drive as well as RAM. Sorry for not including that.
