I have a friend who has an i7 4790k and now an rtx 2070, what is the best cpu for vr chat that he can get for around 400 dollars, as an entire platform upgrade? he also wants to do a lot of screen recording too.

He did not like the idea of a ryzen, what would be his options from intel? and also, if he were to sell his old i5 (same platform), old gtx 1060, motherboard (msi z97 gaming 5) and 24gb ddr3, what could he do then? with a new case too.
