1500 euros pc wont boot correctly!

I got a new pc about a month now and the problem is that it lags after i boot it. It surely doesnt have any viruses or other programms using the cpu because the cpu shows 2-3% usage. And after booting i play a song and it lags, a 3 minute song plays about 5 minute and the mouse lags everything ...After disconecting the power and 5 reboots it works just fine and plays GTA 5 on FullHD everything ultra about 40fps. Can you help me out guys because i spend 1500 euros on this pc and it takes me 10 minutes to boot it up correctly.

Contact where you bought it from for warranty support, it may be overheating, or something else is happening. Did you try a factory restore?

No heat problems it is on 38-50° celsius and cpu is watercooled.
