1500 max photo editing rig help

Budget: $1500 max (excludes monitor but includes mouse and keyboard)

Monitor: I'm thinking of the Dell U2415 but will take suggestions here.

Tower size: No preference, I want something that will beeasy to work with and allow growth in the future.

I'm confident in building my first pc but when it comes to selecting parts for my needs I'm clueless. I plan on building a dedicated photo editing rig (main purpose, secondary purpose would be Internet browsing and maybe some gaming such as farming simulator 2015) as I'm just getting into the photography hobby and post editing side as well. I'm wanting a rig in which I can grow into as I proceed in my knowledge of post photo editing.

Thanks in advance for any assistance. It's much appreciated. Opinions welcome as well. Ive got plenty of time to gather parts.
