You would, of course, also want a high-end LGA 1150 motherboard to support the CPU overclocking. Honestly there isn't a good Titan build until you've sunk a whole lot of money into it. I agree with Eximo, if you want high-end gaming look at a GTX 980ti build. You will still want a good i5 like I linked above, but the GT 980ti is a much better price/ performance choice than the Titan.
Could easily build an Intel based system around a GTX980Ti. Unless you really need the 12GB of VRAM and the slightly better calculation performance of the Titan for some reason. Generally the 980Ti are clocked better then the Titan X and come out ahead in gaming performance.
