I replaced my keyboard because none of the keys were working, but I'm still having the same problem

Then you did not hook up the keyboard properly or it's an issue with the motherboard, or you got a broken replacement keyboard. Try an external keyboard, that should work. Once you verify that another keyboard is OK, check the connections on the laptop keyboard.
