16 gb but only 8 is usable

I made a thread before but can't find it because i am on my phone i cpuid said my ram was 2199 or something and i changed my bios to 2133 now i cannot even see my monitor it won't show up says no singal. Now what?

Unplug the system, remove CMOS battery for three minutes then put it back in, then try again.

Okay it's on again now it's telling me.to run default or change settings idk what i did wrong by changing it to 2133. What values should i use to make use of my 16 gb ram.

It's a msi 970 motherboard with 4, 4 gb ram sticks gskill sniper ddr3 cpuid said my ram was 2199 so i set it to 2133 and mintor said no singal now i fixed it what do i need to set values to?

I think i figured it out it only says 16 gb now.
