16 GB Installed only 2Gb Usable

I have an HP Notebook intel i7 AMD Radeon Graphics with 16GB installed RAM but only 2.1gb usable. I tried the msconfig fix to no avail. The notebook is super slow. Can someone help please....

Take the RAM out and insert it correctly this time lol :/
