16 GB (installed RAM), but 11.9 GB (usable RAM)

So, I've been having this issue for quite a while but was never really bothered by it since I did not have a need for so much RAM. Now that newer games are coming out, the amount of RAM needed has gone up [for example: COD: WW2 at 8.5GB usage on higher settings].

Before creating this thread, I've searched for some solutions on different threads, but upon those I've read, none seemed to be helpful in my situation.

My question is, how can I fix the issue where only 11.9 GB is usable rather than the 16.0 GB installed?

Things I've checked for:

1. Is one of the RAM sticks not working properly?
No, all RAM sticks are working properly and none of the slots on the motherboard are damaged.

2. Are the RAM sticks different in speed?
No, they are all 1333 MHz each.

3. Is the BIOS recognizing all of my RAM sticks?
Yes, it says there is 16.0 GB of RAM running at 1333 MHz.

4. Have I always had this issue?
No, when I first upgraded hardware on this build, I haven't had any issues for a while.

The closest things I could find are:
1. Nvidia Control Panel > System Information > Shared system memory: 5861 MB

2. Under the Virtual Memory box, it says that a total paging file size for all drives is 12234 MB, which is the same that shows up under Task Manager > Performance, saying that there's a total of 12234 MB , a cached size of 5400-ish MB, 8140-ish MB available, and 3810-ish MB free.

My Computer's specs:
GPU: ASUS GTX 1060 6GB
CPU: AMD FX-8350 Eight-Core Processor (4.0 GHz)
PSU: EVGA 750 WATT 80+ Gold
RAM: DDR3 4x4 GB (1333 MHz)
