My guess would be that you're running a 32 bit Operating system which can only adress 3.5GB of RAM. Of that 3.5GB the Mb and some drivers are using some at starup and 1.99GB is what's left.

I found the issue. It is a 64 bit system and the msconfig was selected to limit the system to that range. It now has 12.5 GB available for use with the rest dedicated to the system as intended.
