16 GB of RAM installed, only 10.8GB available?

So i see some questions here on the forum about only half of the RAM being usable, which makes sense..half the RAM isn't working. EZ

With mine? Like..1/3rd of the RAM isn't working.

I have 16GB of RAM installed and only 10.7GB is apparently available. Is this normal?
Also, my RAM is 3000Mhz but speed is only at 2133. Normal as well?

Here are my specs:

CPU: AMD Ryzen 7 1700 Processor 8 cores 16 threads

CPU Cooler: Corsair H60 Liquid Cooling 120mm

RAM: Corsair Vengeance LPX 16GB (2x8GB) DDR4 DRAM 3000MHz

HDD: WD Blue 1TB SATA 6 Gb/s 7200 RPM 64MB Cache

SSD: 256GB Samsung

MOBO: ASUS Prime B350-Plus AMD Ryzen AM4 DDR4

Case: Corsair Carbide Series 100R Mid Tower Case

GPU:MSI Gaming GeForce GTX 1070 8GB GDDR5 SLI DirectX 12

PSU: Corsair Power Supplies , TXM 550W

I've installed the latest drivers for my motherboard/BIOS/GPU/Audio.

Games run alright. I get over 60FPS on ultra in games like WoW, CS:GO, LoL, Guild Wars 2 etc.

But games like PUBG, Left 4 Dead 2, Witcher 3, i barely hit over 45-50 FPS...on high/ultra. Shouldn't i be getting better FPS with my current specs?

Please send me screenshots of your processes but filter it to show the highest using program to the lowest.

That may be caused by installing memory in wrong slots for a dual channel system.

SPD (Serial Presence Detect) Speed is listed as 2133MHz. That would be what the memory runs at when left on [Auto] settings.

What slots should i install the RAM in on my listed motherboard?

I installed them side by side, right next to each other on the right most slots.

go into bios and set the ram to use xmp profile or whateve amd call their.

Its there in the task manager screenshot. Under Available it says only 10.2GB
