16 GB optane memory enough to hold Windows 7

I recently came across a gaming laptop which comes with a 1TB HDD + 16 GB Optane but i'm thinking how can 16 GB hold windows which is at least double it's size? and whether it's worth to have Intel optane rather than a true ssd like samsung evo, wd blue, kingston UV 400 etc?
 
Solution
Optane doesn't hold data or the OS. The purpose of Optane memory is increase the speed of the 1TB HDD.

A pure SSD setup will always provide true SSD experience.

Optane is designed to serve as a cache to be used in tandem with regular HDD, so in most cases you should see ssd-like performance (as long as data is actually cached on optane), but in cases when data is not cached you will have regular HDD speed. So it is a mixed bag, and I would always get a pure SSD. Especially today when 1TB SSDs are certainly not that expensive anymore.
