You're using a 32 bit operating system. Your motherboard (as a much more modern board designed around 64 bit operating systems) is probably consuming nearly 2 gb of your OS supported 4GB of RAM for video. Modern high end configurations don't even consider how much RAM they are putting into any system, as it is rarely the limiting factor.

Upgrade to 64 bit windows.
