Question 16 gb ram installed windows and msi says 8gb ?

hello somebody help me I have 2 Corsair vengeance ram sticks adding up to 16 gb my motherboard also sees it and windows 10 but it only says 8gb usable

Are you sure they're running in Dual Channel? (Check your Motherboard's manual to see in which slots the RAM sticks need to be in in order to run in DC)

Your Motherboard apparently supports up to 32GB of memory.
Does your Motherboard detect both RAM sticks or just one?
If it only detects one, one of your RAM sticks or the RAM slot on your MB has gone bad, try inserting just one and booting it up, then proceed to put the same stick into the other slot, if the PC refuses to boot up, your MB is faulty and you'd have to RMA it,
otherwise (if your MB does indeed recognise the two sticks) press the Windows button and R at the same time, type in "msconfig" (without the exclamation marks), head to "Boot", click on your Main OS and then on "advanced options", then click the Box near "Maximum Memory" and enter "16384" (again without the exclamation marks) into it.
Click on "OK" and then reboot.
Your issue then shall be fixed.

if I take one of the rams out my pc turns on and off on and off repeats. It i put the one I took out earlier in the pc turns in and works

Now that is weird.
So you said that when you take one stick out, the system just bootloops? What about the other stick, just stick that one in and see if it boots (try all 2 slots).
If it only will boot with 2 sticks inserted Windows is doing some weird stuff.

Now there‘s the issue.
Are they the same model? (Same clockspeed, latency, capacity, etc.)

Now that‘s interesting, so Windows is detecting both sticks, saying you got 16GB, but that only 8GB are usable?
Seems like one of your sticks is faulty

No, if your RAM is bad, you can‘t do anything about it except for returning it
