On $1600 there's no reason to go Haswell anymore, since it's kind of a dead end with Sky Lake ramping up production. I would try something like this:

If you are asking for opinions, first change the kingston storage with samsung evo 850. Second either get an i5-4690k, or drop the z97 motherboard and liquid cooler. If you are going to use a locked cpu like the 4460 then you don't need an aftermarket cooler. Best option alltogether would be going for an i5-6600k with z170 motherboard and ddr4 ram. Also for gtx 970 just get a higher quality PSU with lower wattage, something like the evga supernova gs 550W.
