A bit of info dump: These two cards are currently exactly the same price in my country. I've seen reviews saying the Vega 56 with the right settings can own up to a 1070 ti or sometimes even a 1080. I haven't seen much of the 1660 ti other than saying its slightly better than 1070 but falls short of 1070 ti. I don't mind the power draw of the 56, I just care about the performance. My budget is tight also, so I cant upgrade to a 2060 which is more than 60 dollars more in my country.

-I hope to play at 1080@120hz and my CPU will be a R5 2600 if that matters.

Which PSU are you having ?
I'm not sure yet, it depends on the card I guess. But I was thinking of a good quality 650w.

or else WAIT for AMD to announce their upcoming mainstream NAVI GPUs this summer, if you are not in a hurry to upgrade.

They did announce them at E3 and they're too expensive. It seems like they're going to be countering the RTX series with the Navi GPUs and not the 16 series. The cards coming out in 7/7 are only 2 (actually 3) and they're competing with the RTX 2070 and 2060 with similar or more expensive pricing. Also, I'm not upgrading but rather building a PC for the first time so I might be a bit inexperienced.

I have an R5 2600 with a GTX 16610 Ti (see my signature) and I get between 85 and 120+ fps on a 1080p/60Hz monitor.
The Vega 56 does perform a bit better than my 1660Ti so if you don't mind the extra Power Usage of the Vega (350W+) then that might be a good choice for you.

I went with the 1660 Ti for the much lower power usage (~120W max) with slightly lower performance because I don't believe the 5 to 10 fps difference really matters when my fps is already way above the 60 fps I want at Ultra settings.
Also my 1660 Ti runs a lot cooler than a Vega 56, mine maxes out around 55-56C compared to Vega 56's 80C temps under load.

This FF XV Benchmark chart can help when comparing various CPU/GPU combos:

Thanks that was very informative. I'm actually thinking of getting your exact mobo btw, so what's your impression of it if you don't mind?

While the Vega 56 runs at 80C under load, reviews do say this version is much better cooled so it runs at 65C. Like this one here.

I'm very happy with it, I built this rig back in November 2018 and I have not had any issues with the MB.
I will say if you do get it, use BIOS 1201 because to date it is the best BIOS for a 2000 series Ryzen.
The newer BIOS versions use AGESA 0.0.7.0 and are for the Ryzen 3000 series cpu's.
Quite a few people that udpated to the newer BIOS versions have reported cold boot issues and RAM OC problems that they didn't have on the 1201 (with AGESA 1.0.0.6) BIOS.

Also I have found that AURA 1.07.57 and AISuite3 Version 3.00.51 work best for me.
There are newer versions of AURA available but several people posted that they did Not work properly for them.
And just FYI updating either of these utilites can casue more issues than they fix because the old version doesn't get fully uninstalled and the left overs cause problems.

PS
According to this review a 650W PSU will work for that Vega 56 Red Dragon BUT they recommend a 750W PSU:

That's for the Red Devil, which has way higher power requirements. See here: "The power supply requirement drops from the Red Devil's 750 W to just 450 W". I do agree that the naming is confusing though. (also as you can see I don't really believe the 450w estimate so I'm getting a 650w anyway)

Definitely going to keep that in mind and bookmark the link. Thanks for the tip o/
