I just bought a dell g3 laptop with a 1660 TI and an i5 9300H. The GPU has been performing horribly (literally 0th percentile on userbench). I have GeForce drivers installed and at first I thought that the Laptop was using the intel Integrated Graphics for some reason. But I made the 1660 the default and nothing changed. Anything else I should do?

Solution
Try downloading the OEM VGA drivers for your graphics card, directly from the Laptop Manufacturer's website. For Laptops in case of any stability/performance issue, it is recommended that you try installing the OEM drivers.

Also, update all the system drivers, firmware, and the BIOS for your Laptop. Have you tried doing a CLEAN re-install of the GPU drivers as well ? Use the DDU tool.
