The Dell 460W PSUs have generally been pretty good for years. Depending on which exact one and what model it came in, it might only have 2 of the 6-pin connectors rather than a 6 and an 8, or a 6 and a 6+2. Worst case, you MIGHT need to get something like this as an adapter, depending on what connectors your PSU has, and what connector your specific 1660Ti has.
This is the one I bought.
My son's XPS 8910 had a 6 pin and a 6+2 pin. Starting with those models and later (the "New XPS Tower" I think was how they referred to them), Dell was advertising on their page that they will work with up to a 225W GPU.
You should be fine with it. I ran an R9 285 (190W) and a GTX 1080 (180W, still in use) on my XPS 8700 (Haswell era) with the original Dell 460W PSU.
The old XPS 8300 (Sandy Bridge era) was using a GTX 660Ti (150W) for a couple of years, no problem.
My son's 8910 is now using that GTX 660Ti, but was previously (and will again soon) be using an RX 580 (about 185W?). It had been using that RX 580 for about a year.
Given the much lower power demand of the 1660Ti (120-130W), the Dell PSU should handle it without issue.
