Question 16Gb 4000 MHz or 32Gb 3200MHz?

Fast ram has an impact on high fps output, albeit don't need 4000 for that, 3200 is fast enough. What is important is how much vram data 4k equates to because vram data is always circulating between system ram and graphics card ram. 32GB would be better if want to keep more data in ram rather than potential pagefile buildup on the drive.

Impossible to tell without more info. If you never use more than 16 GB of RAM, the faster RAM is the way to go. But it your are paging all the time, that faster RAM isn't doing you one bit of good.
Let's say i9 9900k and rtx 2080 ti
I'll be using it for 4k gaming and rendering videos in After effects

You won't notice a difference between either of those, or 2x8GB 3200MHz for that matter, assuming you're just gaming. At 4K your GPU will be the limiting factor.

What motherboard/CPU do you have?
i9 9900k and rtx 2080 ti

If budget is the concern (and it usually is) I would get 16 for now. If you find yourself using it all, get another 16 of the same pair.
I mean does 4000 MHz worth the price? is there a noticeable improvement between 3200 and 4000 or just 1 or 2%? its like 2 times more expensive than 3200.
I don't overclock tho
