Let's say i9 9900k and rtx 2080 tiImpossible to tell without more info. If you never use more than 16 GB of RAM, the faster RAM is the way to go. But it your are paging all the time, that faster RAM isn't doing you one bit of good.

I mean does 4000 MHz worth the price? is there a noticeable improvement between 3200 and 4000 or just 1 or 2%? its like 2 times more expensive than 3200.If budget is the concern (and it usually is) I would get 16 for now. If you find yourself using it all, get another 16 of the same pair.

Not on Intel. You would notice slight bump in speed if you had aa AND Ryzen system, but not so much for Intel.
