The computer's performance manager reports 16GB Total but 8192 is hardware reserved.

OS: Windows 10 Pro - 64bit

Memory: 16GB (2x 8GB) G.Skill Trident DDR4 - 3000

MOBO: MSI x470 Gaming Pro Carbon

Processor: Ryzen 2700x

Video Card: MSI RTX2070

Steps Taken:
1) Tried A New Set of RAM STICKS, Has Same Problem.

1) Boot to each RAM stick individually in Slot A2 (as recommended by manual.

When only booting to one stick of memory (either one), windows (and BIOS) reports the
correct memory count @ 8192MB total.

2) Swapped memory slots and positions

Started with chips installed in positions A2 / B2.

Tried positions A1 / B1.

Swapped positions of Memory Chip A with Memory Chip B.

3) Updated BIOS to latest Firmware version from their website. Build from last November.

BIOS reports both memory sticks @ 8192 running at appropriate speed.

4) Reset BIOS to default settings.

5) Went to MSCONFIG -> Boot -> (Uncheck) Maximum Memory. Also tried, (Checked) Maximum Memory and manually typed 16384 then restarted computer.

Do we replace the motherboard!?!? Anything else to try in windows?

win 10 is more selective of ram compared to other versions of windows, due to ways it manages ram and uses it more, it is more likely to find faults that win 7 might have ignored.

Try running memtest86. Apart from being used to check ram, it can also check the slots in motherboard. Check 1 stick at a time at 1st, to confirm they both work, then run tests with both in as it could be the 2nd slot that is at fault.

Have you got latest version of win 10?
right click start
choose run...
type winver and press enter
current version is 1809

Older version of win 10 might be cause?
