16gb ddr 3 ripjaws 2133 only showing 8gb in windows 10!!!!!!!!!!

It's showing correctly, you have a 2x4GB set of DRAM (identifiable in the model number the 'D-8' part stands for it's a dual (2 stick) set with a total of 8GB. This happens to a lot of people the see the package and think each stick is 8GB when it's the total amount of DRAM

i bought 2 sets of them theres 4 sticks in there

A few possibles then the first being the two sets don't want to play (never a good idea to mix sets (even of the same exact model- there are no guarantees they will play nice - a 4 stick package normally cost a bit more as it takes more testing to find 4 sticks that all play nice, than it does 2 sticks. What are they actually running at? can find true freq and timings in the free app CPU-Z ubnder the memory tab - they may be set to high for the MC 9memory controller) to handle, the Phenoms normally top out about 1600 with 4 sticks

Processor needs slower ram if you need to occupy all 4 slots.

it used to read 16gb in windows 7 then decided one day it only read 12gb so i formatted went to windows 10 now only shows 8gb

Check that all sticks are firmly seated, also might loosen the CPU cooler then snug it back down screw tight, if too tight in a corner or side can throw your MC off

there tight check them now they show 12gb of 16gb Available

Try CPU/NB voltage to 1.3 and raise DRAM voltage + 0.06
