Question 16GB of DDR4 RAM Installed But System Only Uses Half

So, I have this bespoke computer from 2018 which I still uses today that, for some reason, has been recently using only almost half of the total 16 DDR4 RAM installed. CPU-Z (Proof: https://postimg.cc/SJTWGqKS), CCleaner (Proof: https://postimg.cc/F7syc1NC), and the system itself see it as a having 16Gb installed, but the latter only manages to use 7.95Gb out of 16Gb (Proof: https://postimg.cc/bdR0s1c2). It's as if though only one of the two RAM sticks is kicking in, despite both being detected by the system.

This was not originally the case when I had the computer pre-built. I think the issue arose just recently after my computer showed an issue that forced me to troubleshoot by reseating hardware components. Particularly, the CMOS battery and the two DIMMs in their respective slots. Only to find out that the culprit is a broken GPU, which I eventually replaced. The issue got fixed, basically, but this new problem arose.

Steps I've taken, but to no avail:
  1. Turn off Auto RAM virtualization
  2. Specify Maximum Memory Usage via msconfig
  3. Reseat RAM sticks
  4. Re-arrange RAM sticks (switching the two DIMMs causes the system to not boot, for some reason)
  5. Update BIOS
For reference, here's my computer's specifications:
AMD Ryzen 5 2600 (non-OC'd @ 3.4GHz)
Gigabyte A320M-S2H-CF (latest BIOS)
Zotac RTX 2060 6GB
HyperX 2*8Gb DDR4 (non-OC'd @ 2.444 GHz)
Seasonic M12II EVO 520w

UPDATE:

I found the issue. It was a loose CPU cooler after all. I must have had it misaligned when I was troubleshooting the RAMs and the slots. Also, both the two RAMs and their respective slots are working fine.

Welcome to the forums, newcomer!

By latest, can you state the version so we know you're on the latest version? Which version of Windows 10 are you currently on? Does the amount of ram decrease if you use one stick of ram? The rams are from a kit, correct? Try and remove the CMOS battery for at least 15 minutes and then replace it, see if that changes anything for you.

I literally made the update to the BIOS just earlier today, so it's the latest F52 version (https://www.gigabyte.com/Motherboard/GA-A320M-S2H-rev-1x/support#support-dl-bios).

Funny thing though is that, based on my experience troubleshooting earlier, I could not make the system boot with just a single RAM, using either sticks. At some point, I almost diagnosed the error as a case of having accidentally short-circuited the motherboard. But after my final attempt at troubleshooting (replacing the CMOS with a new one, re-placing both RAM sticks), it turns out it was not.

To be honest, I am not very experienced in all these hardware stuff. I only have some knowledge and apprehension to it.

As for the version of Windows, I'm currently using a Pro edition on version 1909. I previously updated to version 2004, but had to rollback to 1909 after experiencing some sluggishness with it.
