Hey guys so im currently running Windows 10 (upgraded from windows 8.1) and i purchased 16gb of ram 4x4 and it says that only 8gb are usable my board is an asus x99 deluxe any help would be appreciated
Refer to your manual and double check the recommended RAM configuration, that's typically how it is on most x99 boards, so there shouldn't be an issue, but yours could be different.
Swap the ram sticks between slots, and test both kits in both slots to check for faulty modules.

yeah and i also checked with CPU-Z and it indeed states it is 16GB
Eeerm, what do you mean by switched?
You swapped them between slots on each side?
Use one kit of RAM only on the left side in slots 2 and 4, and boot with each one separately.
It seems like you have one DOA kit.
OOOOH I'm stupid.
I just remembered on the Deluxe x99 that you need to put RAM in slots 1 + 3 on the left side and 2 + 4 on the right side.
It was a pain to figure out when that board came out....
Give that a whirl.
